Systems Analyst.
Systems Analyst/GIS, $53,473-$74,863/DOQ
Plans, develops, implements and maintains
GIS
maps, map layers, geodatabases, data
ETL
processes and related applications. This
position supports both the Sioux City and Woodbury County Assessor’s
server and desktop applications
and
their users.
The main function of this position is the direct support
of the City and County GIS as a management and decision
support tool, as well
as both
internal and external consumers of the data. The work is performed
under the supervision of the IT Director, but considerable leeway is granted
for the exercise
of independent judgement and
initiative. The nature of
the
work performed requires this employee
to establish and maintain effective working relationships and
communications with IT Staff, the GIS clients within
the City and County departments, representatives of other public
agencies, contractors, consultants, customers and
the public.
Examples of Duties:
·
Overall GIS
development and
maintenance including
enterprise database server including geodatabases
and
web server and applications.
·
Develop and
maintain data migration processes between the GIS and various City and
County computer systems
as needed.
·
Create maps, map
layers and perform
their ongoing maintenance.
·
Recognized
as the Subject Matter
Expert (SME), and as
such provides direction and assists users with their GIS data and
project needs.
·
Setup and
configure GIS server
and desktop within the IT Security guidelines.
·
GIS desktop
software education and training.
·
Data collection
and implementation using mobile devices, including
education and training.
·
Attend meetings
to
provide insight into GIS
data and associated capabilities
·
Develops
documentation for end-user
training purposes as well as
for co-worker reference.
·
Management of GIS hardware and
software licensing.
·
Other
IT
duties as assigned to include
software and
hardware implementations, maintenance and
end-user support.
Desired Education, Skills and Qualifications:
·
Graduation from an accredited
college or university with an Associates or Bachelor’s
degree in Geographic
Information Systems, Geography, Computer Science or Business Management with a combination
of work experience that demonstrates the skills and
abilities necessary to manage an enterprise GIS.
·
Proficient with
ESRI suite of software applications
including ArcSDE, ArcGIS Server,
ArcGIS Desktop to
include their functions, configurations
and
maintenance.
·
Proficient with ArcGIS
Online and GIS web applications
development and maintenance.
·
Proficient with MS SQL database server.
·
Experience creating
processes to extract, transform and load data into and out of
a GIS.
