This position manages the County Highway Department GIS
system, and assists with the County GIS system by providing support to other
county departments, development and maintenance of digital geographic
information system (GIS), provide GIS and graphics support for various mapping
projects, converts analog spatial data (paper maps, feature descriptions) and
associated attributes into digital formats (raster, vector, and tabular data)
for use in geographic information systems (GIS) applications. Assist with the
development of datasets for optimal presentation of maps, graphs, and tables,
maintaining the county roadway centerline databases, work with GIS consultants
in the design, development and testing of specialized GIS applications, and
maintain the County cloud GIS web server.
This position will also perform survey work with survey
grade and mapping grade GPS units for both GIS and county construction
projects. The position will also require field work in the construction phase,
include GPS staking, project inspection, and assisting the engineering staff in
drafting, collecting data, and record keeping.

DESCRIPTION:
The position will report to the GIS Manager. Primary duties include:
performing skilled digital mapping, providing data analysis for internal and
external clients, developing standards and procedures, creating and
maintaining personal, file and SDE geodatabases. This position is
intended to provide support for the County Enterprise GIS and other functions
as assigned.
EXAMPLES OF DUTIES
- Creates, designs, maintains and updates databases
using GIS.
- Interprets, analyzes and utilizes complex data for
map creation.
- Produces printed GIS maps that portray spatial
variations and the interrelationships of geographical data.
- Creates and applies QA/QC standards and procedures to
ensure data accuracy.
- Develops project requirements based on client's needs.
- Analyzes, troubleshoots and resolves GIS application
problems for internal GIS users.
- Provides high level technical assistance for the
County GIS program.
- Possesses an understanding of programming languages.
- Conducts research of legal documents as necessary to
insure correct placement of jurisdictional, municipal, fire district and
property boundaries.
- Attends meetings, conferences, workshops.
- Maintains a positive, helpful, constructive attitude
and working relationship with County employees, elected officials and
the public.
- Other related duties as assigned by the GIS Manager
or their designee.
Environmental
Factors and Working Conditions:
- Enter data into a computer terminal, PC, or other
keyboard device requiring continuous or repetitive arm-hand-eye
movement. Remain in a sitting position for extended periods of time.
- Visual abilities include close vision, distance
vision, color vision, peripheral vision, depth perception and the
ability to adjust focus.
- Ability to lift up to 25 pounds.
MINIMUM QUALIFICATIONS
Bachelor's degree in Geography, Computer Science, Urban Planning; or an
equivalent combination of training and experience.
Required Knowledge,
Skills, and Abilities:
- Ability to read and/or interpret legal descriptions,
deeds, plat books, maps, software procedures manuals, drawings, charts,
plans, survey records and aerial photos, County rules, ordinances, codes
and regulations.
- Knowledge of principles and practices of GIS.
- Thorough knowledge of ESRI's ArcGIS suite of programs.
- Skill in working within deadlines to complete
projects and assignments.
- Ability to communicate orally with customers,
clients, and the public in face-to-face one-on-one settings or using a
telephone.
- Ability to interpret, identify, assess, or diagnose a
variety of instructions or information furnished in written, oral,
diagram, or schedule form and plan approaches that respond to problems
or challenges.
- Ability to prioritize work and research information
to complete work independently; multi-task duties.
Technology
and Tools Requirements:
- Specific capability to operate ArcGIS desktop
software for preparing maps, maintaining such maps, along with the
ability to analyze data, and prepare map products while developing and
maintaining GIS data sets.
- GIS experience including but not limited to
constructing polygons using coordination geometry, heads up digitizing
over imagery, .mxd project creation, creation and use of geodatabases.
- Competent ability to use a personal computer and
associated peripherals
ADDITIONAL INFORMATION
SELECTION AND
APPOINTMENT: A selection committee will evaluate the
qualifications of each applicant which will include recentness and appropriateness
of the applicant's education and experience, answers to the supplemental
questions, results of employment references investigated and any other
appropriate information available.
The selection committee will admit to the interview only those persons who
possess the most job related qualifications and may establish admittance
criteria beyond the minimum qualifications stated above. The interview
will comprise 100% of the applicant's earned grade. A candidate must
earn a qualifying grade of 70 or more on the interview to be eligible for
appointment.
The five top ranking candidates, based on the final grade, will be certified
to the Department Director/Appointing Authority who will make the final
decision.
