Description: Provides infrastructure asset data
stewardship. Responsible for stewardship of infrastructure asset spatial and
tabular databases to ensure adherence to Enterprise Geographic Information
System (EGIS) and infrastructure asset management system governance
requirements. Responsible for migration of Division's existing and future CAD
data to the EGIS. Coordinates digitization and ground-truthing of non-digital
geospatial data for inclusion in the EGIS and asset management system. Documents
Division processes and workflows for maintaining high quality spatial and
tabular infrastructure databases that meet the governance requirements of the
EGIS and infrastructure asset management (IAM). Provides statewide analysis
support for IAM. Works with Division staff to analyze and monitor trends in
maintenance activity. Assesses IAM activities and planning procedures, and looks
for opportunities to improve effectiveness through improved procedures and
practices. Applies current and developing GIS strategies and techniques to
infrastructure asset spatial and tabular databases to improve efficiency and
accessibility of data. Coordinates the use of mobile data recorders, hand-held
computers, GIS, and GPS units for IAM activities and coordinates relevant
technical training for Division staff. Works with Division staff to assess
business processes by providing analytical support of IAM data and workflows
leading to improved program delivery. Works closely with IT staff to implement
mobile GIS solutions that assist with geospatial field data collection. Provides
IAM system administration: works closely with IT staff to implement and maintain
software with service packs, patches, drivers, etc. Manages IAM software network
licenses. Configures and customizes IAM software user interface and tools.
Manages peripheral software integration and optimizes operating system and
network configuration. Coordinates user support and relevant training. Provides
ad hoc GIS mapping and analysis services for Division. Performs other duties as
required.
Qualifications: Graduation from an accredited college
or university with a Bachelor’s Degree and course work in GIS, Geography, CAD
Technology or closely related field and one year of related professional
experience; or an equivalent combination of education and experience.
Must have knowledge of GIS software and strong familiarity
with relational database design as it applies to GIS software. Knowledge of
general mapping principles, demographics analysis, spatial analysis, remote
sensing and cartography. Experience in installing, configuring and maintaining
GIS systems. Experience in data modeling.
